Biography

Monica Balan is a financial sector expert with over 15 years of experience across banking, management consulting and banking supervision in Europe and internationally. She began her career in the financial sector before joining McKinsey & Company, where she advised financial institutions on strategy and risk management. For the past nine years, she has worked at the European Central Bank, where her work has focused on supervisory methodologies, risk assessment and supervisory effectiveness. Her experience spans the assessment of financial and non-financial risks, the design and benchmarking of supervisory approaches, and analytical work aimed at strengthening the consistency, effectiveness and forward-looking nature of banking supervision. She has also contributed to international policy discussions and knowledge-sharing initiatives with supervisory authorities and central banks across different jurisdictions. She has an extensive track record in benchmarking and analytical work across financial and non-financial risks, with particular expertise in supervisory frameworks, risk assessment and the effectiveness of supervisory interventions. She is a co-author of two publications of the Financial Stability Institute at the Bank for International Settlements (BIS), focusing on qualitative supervisory measures and supervisory risk appetite frameworks, and is currently developing three further research papers on banking supervision and supervisory effectiveness. Monica is a GARP-certified Financial Risk Manager (FRM) and holds a Master’s degree in Financial Mathematics from Ludwig Maximilian University of Munich.
